Long-term operation

We stay for the full term, and we leave the city stronger at the end of it.

A parking programme succeeds or fails in its daily operation. We operate for the long term, against targets the city publishes, and we report openly on every one of them.

Ways to work with us

Three operating models. The city chooses.

Each municipality has its own capacity and its own priorities. We fit the model to the city.

Model A

Advisory

We plan and write policy. The municipality operates, with its own teams or other providers. We stay available to review results.

Model B

Technical partner

The municipality operates. We supply and support the systems, train municipal staff and provide second-line support.

Model C

Concession operator

We plan, deliver and operate the parking estate for the term of a concession or public-private partnership, against published targets.

What operation covers

Every function, run from inside the Sultanate.

  • Field operation and maintenance. Inspection, cleaning, repair and spares, with a failed unit repaired in Oman.
  • Enforcement operation. Evidence on every notice, issued through the municipal process.
  • Payments and reconciliation. Every session matched to every payment, every day.
  • Customer service. In Arabic and English, by phone, online and in person.
  • Appeals handling. Decided on the record, within published time limits.
  • Control centre. Live view of the estate, faults and field teams.
  • Asset renewal. Planned replacement, so the estate does not decline over the term.

The unit of measurement is one bay. Every report the city receives is built up from there.

Performance

We agree targets with the city, and we publish our results against them.

The city sets the target values. We report on each one at an agreed interval. Typical measures include:

  • Occupancy in the target band

Share of the day each zone is busy but not full.

  • Turnover

Vehicles served per bay per day, by zone.

  • Compliance

Share of sessions that follow the posted rules.

  • Equipment availability

Share of time each unit is in service.

  • Repair time

Time from fault report to return to service.

  • Appeal resolution

Time to decide an appeal, and share upheld.

  • Customer satisfaction

Measured by survey, in Arabic and English.

  • Omanisation

Omani staff by function and grade, against the plan.

Governance

One operator. One record. Full visibility for the city.

Open records

One platform, one data model, one revenue figure and one audit trail. The municipality sees what we see, at the same time, and keeps a full record that it can export at any time.

Regular policy review

We meet the city at agreed intervals to review results and recommend changes: a new zone, a different maximum stay, a loading window moved. The city decides.

At the end of the term

What stays when a concession ends.

A long-term operator must plan for handback from the first day. The city should be able to continue without us, if it chooses.

How we build Omani capability
  • The data, the inventory and the record, owned by the municipality throughout.
  • The documentation, configuration and operating procedures.
  • Equipment in working condition, under a planned renewal programme.
  • The trained people: Omani employees who live here, not a departing vendor team.

A response time is only a commitment if the capability is in the country, and not on an aeroplane.

Discuss an operating model
